ON THE UNDERUTILISED POTENTIAL OF RURAL TOURISM IN THE COUNTRY

This policy brief focuses on the state of affairs in rural tourism as one of the sectors of industrial policy. It presents the results from the strategic and legal analyses in the addressed area, as well as the results of the field research that included about 120 owners of rural tourism facilities. This policy brief investigates the state of affairs in implementing the law on financial discipline as a means for ensuring greater liquidity of economic operators and timely payment of monetary liabilities existing between them. Also enclosed are recommendations for improvement of the legal and institutional framework for further harmonization with the late payments directive, and recommendations for improving the implementation and involvement of entities from different sectors.

The only economic model that can be used as basis for growth of our economy in the long term is increasing the dynamics of exports, export diversification and export sophistication in sectors where the country has built comparative advantages or where there are realistic economic assumptions for such advantages. This policy brief indicates the key constraints the machining and metal processing sector face in the context of their capacity to start production and export of new products with a higher level of finishing, which in practice is an important basis in the creation of sectorial policies.

This policy brief focuses on the findings of an overview of european and macedonian practices for monitoring the effectiveness of sme policies coupled with the results of the piloting of the new model for measuring their success implemented in four municipalities - city of skopje, shtip, kumanovo and prilep. The research results are rounded up with specific recommendations for improving the process of creating policies and measures for smes, at national and local level.
